Perda Ketertiban Umum Diharapkan Mampu Tata Tata Kota

SAMPIT, RAKYATKALTENG.COM – Peraturan Daerah tentang Ketertiban Umum dan Ketenteraman Masyarakat yang nantinya diberlakukan diharapkan juga berdampak terhadap penataan kota di Kabupaten Kotawaringin Timur Kalimantan Tengah.

“Perda (peraturan daerah) ini nanti akan menjadi dasar bagi Satuan Polisi Pamong Praja untuk melakukan penertiban kegiatan-kegiatan yang melanggar aturan, sehingga pemerintah akan semakin mudah melakukan penataan kota,” kata Wakil Ketua Badan Pembentukan Peraturan Daerah DPRD Kotawaringin Timur, Darmawati di Sampit, Kamis.

Pembahasan Rancangan Peraturan Daerah tentang Ketertiban Umum dan Ketenteraman Masyarakat oleh Badan Pembentukan Peraturan Daerah DPRD bersama eksekutif telah rampung dan disepakati pada Senin (18/10) lalu.

Rancangan peraturan daerah tersebut diharapkan bisa mendapatkan persetujuan DPRD dalam rapat paripurna pada awal November nanti. Selanjutnya hasilnya disampaikan kepada Gubernur Kalimantan Tengah untuk diproses dan disahkan pemberlakuannya menjadi peraturan daerah.

Peraturan Daerah tentang Ketertiban Umum dan Ketenteraman Masyarakat akan menjadi dasar atau payung hukum bagi Satuan Polisi Pamong Praja dalam bertindak mengawal pelaksanaan peraturan daerah dan produk hukum daerah lainnya.

Peraturan daerah tersebut juga mengatur banyak hal berkaitan dengan ketertiban umum dan ketenteraman masyarakat. Pelaksanaannya nantinya disinergikan dengan peraturan lain seperti terkait angkutan, perizinan, pekerjaan umum, perdagangan dan lainnya.

Begitu pula berbagai hal terkait urusan publik, juga akan menjadi perhatian seperti penegasan larangan memperbaiki kendaraan di pinggir jalan, trotoar dan lainnya, serta larangan berjualan di trotoar atau bahu jalan.

Selain itu larangan mengangkut barang dengan armada tidak sesuai peruntukannya, larangan menaikkan atau menurunkan barang di jalan umum tanpa memberi tanda sehingga membahayakan orang lain, serta masalah lain yang dapat mengganggu ketertiban umum.”

“Selama ini masalah-masalah tersebut masih kerap ditemukan di lapangan dan dikeluhkan masyarakat. Diberlakukannya peraturan daerah tersebut nantinya diharapkan akan menjadi solusi bagi petugas dalam menertibkannya.

Darmawati berharap Peraturan Daerah tentang Ketertiban Umum dan Ketenteraman Masyarakat akan memperkuat keberadaan serta tugas dan fungsi Satuan Polisi Pamong Praja dalam menjalankan tugasnya di lapangan.

Di sisi lain, menjadi konsekuensi bagi pemerintah daerah untuk segera memenuhi sarana dan prasarana pendukung Satuan Polisi Pamong Praja, seperti kantor yang representatif, sekretaris Penyidik Pegawai Negeri Sipil (PPNS), jumlah personel dan armada memadai, serta alat kelengkapan lainnya.

“Jangan sampai peraturan daerahnya sudah ada tapi sarana dan prasarananya malah tidak disiapkan, akhirnya peraturan daerah itu tidak bisa dijalankan sebagaimana mestinya. Akhirnya menjadi sia-sia. Makanya ini perlu menjadi perhatian bersama,” demikian Darmawati.” ( rk1 )
[14.02, 25/10/2021] Najiba Rahma???: SAMPIT, RAKYATKALTENG.COM – Pemerintah Kabupaten Kotawaringin Timur Kalimantan Tengah disarankan mendirikan rumah sakit khusus ibu dan anak agar pelayanan terhadap ibu dan anak lebih optimal.

“Harapan kami agar ke depan pemerintah daerah mendirikan Rumah sakit Khusus Ibu dan Anak di Kabupaten kotawaringin Timur karena sangat dibutuhkan,” kata anggota Komisi III Riskon Fabiansyah di Sampit, Kamis 30 September 2021.

Menurut Riskon saran itu merupakan salah satu poin kesimpulan hasil reses anggota DPRD dari daerah pemilihan 1 yakni Kecamatan Mentawa Baru Ketapang.

Selama ini pelayanan kesehatan ibu dan anak dilayani di semua fasilitas kesehatan pemerintah yaitu seluruh puskesmas, RSUD dr Murjani Sampit, RSP Parenggean, RSP Pundu dan RSP Samuda. Namun DPRD menilai perlu dibangun rumah sakit khusus ibu dan anak agar penanganannya lebih optimal.

Beberapa daerah di Indonesia telah memiliki rumah sakit khusus ibu dan anak, bahkan ada daerah yang memiliki lebih dari satu rumah sakit khusus tersebut. Hal itu lantaran ibu dan anak memerlukan penanganan tersendiri dan jumlah mereka cukup banyak sehingga perlu dibuatkan rumah sakit khusus.

Penyediaan rumah sakit khusus ibu dan anak juga merupakan upaya pemerintah daerah dalam meningkatkan derajat kesehatan ibu dan anak, khususnya menekan fatalitas atau risiko kematian terhadap ibu dan anak.

Dengan jumlah penduduk terbesar di Kalimantan Tengah, Kotawaringin Timur dinilai sudah saatnya memiliki rumah sakit khusus ibu dan anak. Apalagi daerah ini menjadi rujukan pasien dari daerah lain seperti Kabupaten Seruyan, Katingan dan kabupaten lain di wilayah barat.

Sementara itu saat reses, kata Riskon, ada masalah lain yang menjadi perhatian rombongan legislator di pusat kota ini, yakni pengelolaan limbah medis agar tidak menimbulkan dampak buruk terhadap kesehatan masyarakat dan lingkungan.

“Perlunya pembangunan instalasi pembuangan air limbah atau IPAL di fasilitas Puskesmas Klinik bersalin di Puskesmas Ketapang 1. Kami harap ini menjadi perhatian pemerintah daerah agar tidak sampai menimbulkan masalah,” demikian Riskon. (rk1)
